According to a fresh investigation, a hooded Billingham paedophile Joseph Davies who abducted, imprisoned, and mistreated a six-year-old girl died in jail from an overdose.
Joseph Davies, 27, kidnapped the girl and brought her to a vacant house where he confined her in a rear yard and sexually attacked her. Teesside Live earlier said he grabbed the child from behind by her hips and hauled her away when she was alone. Teesside Crown Court heard Davies lead the girl wearing a school uniform to a property he knew to be empty.
Minutes later, he left, and then the unhappy child followed. Later, Billingham defendant, former Newbury Way, was sentenced to ten years for his offences.
After Joseph Davies passed in January, a fresh Prisons and Probation Ombudsman (PPO) tragic incident report was published. It claims the prisoner passed four years following his January 9, 2019, transfer to HMP Northumberland.
The prisoner had a past of self-harming and was getting help from a mental health nurse, speech and language therapist, and psychologist. Working with him to assist him in managing in prison, they determined he had a learning handicap and features of autism.
He was under the Monitoring, Assessment, Care in Custody and Teamwork (ACCT) processes after admission. Once the convict finished working with the mental health staff, he was released from them in September 2022.
However, following self-harming in October 2022, he once more came under an ACCT. According to the investigation, a nurse visited Joseph Davies in November and found he could self-administer seven days’ worth of his drugs from his cell.
The inmate visited the visiting hall early on February 12, 2023, for his first visit since arriving at Northumberland. The visit was called off, and he was returned to his dwelling block after his sister had failed to carry the right identification. Employees reported he did not look upset. He returned immediately to his cell but was discovered unconscious later.
“Staff tried to resuscitate him and, having recovered a pulse, paramedics took him to hospital,” the paper says. Later that day, Mr Joseph Davies passed away. The pathologist concluded that combined medication poisoning caused Mr Joseph Davies’ death.”
The critic underlined that staff members could not have expected Joseph Davies to be a risk to himself during the days before his death. They said: “Staff regularly and meaningfully contacted a key worker; they also effectively identified and controlled hazards. The clinical reviewer concluded that Mr. Davies’s received clinical treatment was of a high general quality. He got a lot of multidisciplinary advice to meet his particular needs.
