Former police officer Sex Offender David Hiscock was dismissed for sexually assaulting a female police staff member while on duty. David Hiscock twice inappropriately touched his victim’s posterior and made several attempts to engage in sexually suggestive chats with the victim through WhatsApp.

A hearing revealed that the former police constable could not acknowledge that his interest to the woman was unreciprocated and neglected to grasp the substantial power disparity inherent in his position as a senior officer, considering David Hiscock’s 20 years of service with Essex Police. The hearing indicated that his duration of employment demonstrated “a power imbalance between them.”

Chief Constable BJ Harrington stated that the touching was inappropriate and amounted to a sexual assault. He stated that the conduct inflicted “emotional harm and distress” to the female victim.
